Of course farm animals should be as free as possible, given their circumstances ("As turtles and, maybe, all creatures should be")
That is not the question.
The question is whether enactment of a law is the proper and moral means to that end.
Perhaps Bastiat's The Law is a better description of the moral hazard here.
